Encourage residence to be an advocate of clean environment, get a recycling bins that are light-weight which makes them easy to use or you improvise by getting a large bucket with cover, make sure you are using them and not just for fashion show.
In your household you could encourage your family members and roommates to dump their refuse at the appropriate bin during meal. Lastly, It is important to make this a daily habit so that it becomes muscle memory.
